Yes, that's clear. It's the fact that it was labelled as such I find disappointing given what's been said about the project and the play made on showing prototypes in public and "sharing the adventure".The handbook was commercially confidential and contained information that wasn't finalised or approved for public domain
Most companies, mine included, have very strict rules for internal only documentation.

It's hard to see any defence of information that's going to form the basis of a publically available handbook/system fitting into a definition of commercially confidential such as "information whose publication might prejudice the commercial interests of individuals or companies to an unreasonable degree."
