Yes they work when the car is switched off. The PWR switch and the relevant rooftop circuit switch must be turned on also (there are two roof circuits). The Rok Dr Guide reveals all around page 9 and following (link in Item 1 under first heading below).
Rooftop outlets use Deutsch DTP plugs, see link in Item 4, under the first heading.
There are threads here with different lights owners have used on the rooftop outlets. The threads fall into three broad categories, front facing LED lightbars (or spot lights), rear facing work lights or side mounted work lights/camping lights.
