Probably they made their risk analysis: they know most of us really want the car..... It would be a very unusual business transaction to build a not-so-cheap car without the customer signing a binding purchase contract....

And concerning the very few who will withdraw and not sign the contract, even if the car has been built: Ineos and their dealers will be able to sell these cars ... at the higher price!
