Air vent driver's side not moveable sideways?

the driver's side air vent cannot be moved sideways (but it can be moved up and down)
the passenger one can be moved both ways
Is this the way it has been designed ?
I yes ,for what reason , you think ?

Mine is the same, I just assumed it was the way it was constructed.
PS I have a loan vehicle today, an early 23 reg ( I think it was an Ineos vehicle handed over to the dealer it has the red wrap on the nose and rear door together with red chasis ) that drivers air vent does the same
