Oil check spot engine compartment oil leak

Hi, it looks like there is a vent in the cap on the oil check spot by the battery jump terminal on the right side front of the engine compartment- New (400 miles) gas and we have had it for two weeks. Oil seems to be leaking out there (maybe a few ounces?)

Overfilled or normal?

CHF oil reservoir cap

I noticed that there is an opening in the CHF oil reservoir cap, and those green/blue fluid could leak out or are forced out and leave some traces outside. Does anyone know what that opening is for? is it normal to see some trace of power steering fluid outside of the cap?
