My Series 2 has the same. Starlink switch on/off.

No headlight dip switch. Was in Austin Rover cars, my mini had one.

Got one in my TR4 - headlights are next to useless but the foot switch is great

It closes a valve in the exhaust to prevent going downhill too fast.

The wife's Fiat 850 spider has a washer button here which is why I guessed at a washer. I had to empty the water bladder as the footwell is so tight you are always catching it and water plus old fiat's don't mix.
