Driver side door lock toggle

Our driver side door lock toggle switch works fine when the door is closed. But with the door open, only the unlock function works, so we can’t use this control to lock the doors. We can only lock with the fob or the key. Is this by design or malfunction?
 
Purely speculation, but probably by design to keep the lowest common denominator from locking their keys in the car by preventing the doors from being locked while open.

I'll be honest I thought that was standard these days. Not seen being able to lock an open door before shutting for decades. To stop locking the key in the ignition or inside the vehicle. It would also be impossible to do with a smart key anyway
