It is a complete no on the first count, not sure about the second.

Bull bars are legal if sold pre 2007 (or if they are made of pedestrian friendly material and e marked accordingly)

Only if they meet some safety standards, I would check actual legal safety standards cos you are likely to end up with neoprene ones

A winch bumper is legal in the UK on a modern vehicle, but as the Grenadier has a OE winch installation which is type approved, you might be on thin ice if you bump into the DVSA or Police person that understands the situation.

Your insurance company will probably have asked you to sign a declaration that includes that your vehicle complies with current legislation, so if you do have an incident and it comes out that you have a non-OE winch bumper, they may choose to void your policy.
