Carrying spares, and in some instances the tools required to change them, has been compulsory in some countries.
So is preventative maintenance.
Replace the crappy headlights with ones that don't fail often
Add secondary lights that you can switch to

So this would mean each center/aux LED lamp is 540lm each.
540lm/each is pathetically bright, especially for their size, even if we're talking effective vs raw lumens; https://www.jwspeaker.com/blog/education-center/raw-lumens-vs-effective-lumens/

What’s the diameter of the Aux lights?
Using a front on picture with knowledge of the vehicle width , and using this old fashioned thing called a ruler , plus some maths , it appears to be 154mm or thereabouts.

A ruler would definitely help determine the diameter of the center aux LED lights. :p
Thx for the ~6"dia estimate.
But back to their lumens of 540lm each; that's a pretty sad figure, when lights half the size are easily putting out ~7x the Lumens. I would have thought IA would want some true driving lights if they're going to equip a rig with a separate "auxiliary" pair.

Even at 1080 each that is pretty low and I think an error
I would expect a minimum of 10800 total so 5,400 each
That makes them reasonable

Is there anything that states the 1,080 lumens is combined across both lights or rather it is the output per light? The latter seems to be the common way of measuring.

The main headlights must be under 2,000 lumens, if I have read the Regulation correctly, otherwise they would need to be fitted with automatic headlight adjustment.

I think they are fitted with manual headlamp levelling devices as these seem to be mandatory for all vehicles first registered on or after 1st January 1990 (UN Regulation 48).

That is correct. And in additon a light washer must be installed.

However, as there are at least four types of Lumen values in the automotive branch, which have all a different meaning, it would be interesting, which kind of Lumen is meant. Vendors with less powerful (or somehow weak) products tend to use raw lumen, which is higher than what the real output of the light is. Lumen is also not the most important value for driving lights, as this value also includes all the light which is scattered and ends up somewhere but not on the road (whereas a small amount of light should illuminate the surrounding objects, but not too much). A better way to look at the performance of driving light is the ISO-Lux diagram, wich is standarized and measured.
